Hubble Group Meeting 9-1-99

Lakeway city hall, 7:00 p.m.

Attending: The entire Lakeway airpark board, Mayor Charles Edwards, representatives of the Hubble Group (Randy Williamson- chief of flight operations, Richard Hubble- manager, and Dan ???- construction supervisor), Mr. P.A. Penley, Mark Goldberg, and several residents of Blue Jay Drive.

This meeting began with identification of the various parties involved (primarily for the benefit of the resident group) and a statement by Joe Bain of the nature of the meeting.

The Hubble Group contingent readily admitted that they were representing Mr. Steven Smith, a resident of Vineyard Bay, who, in fact, had already completed the purchase of the 7 acre parcel of land adjacent to the airpark and that it was Mr Smith’s desire to primarily develop the property with a large hangar capable of housing four personal aircraft, including a large twin engine turbojet aircraft, a turboprop single engine aircraft, a turboprop helicopter, and a light single engine piston aircraft.

The meeting consisted of back-and-forth dialog regarding the proposed development of the property. The Hubble group was clear only in its desire to place the hangar for Mr. Smith’s convenience and was unsure of how the remaining property would be developed. They were not opposed to re-zoning of the portion of the parcel that did not contain their proposed hangar. Board members and residents raised questions of noise, safety, traffic volume, environmental (e.g. impervious cover, fuel storage), residential nature of the location, possible future changes in the use of the hangar (sale to another entity, procurement of additional aircraft, increased usage with increased business activity, etc.), and more.

The Hubble Group indicated willingness to accept deed restrictions on the property, but Mayor Edwards indicated that the city of Lakeway does not get involved in the enforcement of deed restrictions.

Generally, the meeting was combative and confrontational,although reasonably amicable. The Hubble people obviously question the authority of the airpark board to thwart their plans but it appeared that they were not prepared for the objections of the residents. They made it clear that they expect to do whatever they can to have their way, despite the recent resolution by the airpark board to prohibit the basing of turbine aircraft at Lakeway airpark..

It seemed apparent to all parties present that the fight has just begun.
